A friend sent me a link to a new study that follows up on a question I asked a few weeks ago: are public sector employees paid more than comparable private sector employees? According to Keith Bender and John Heywood, who did a study for the Center for State and Local Government Excellence, the answer is no. Gamer's Mind: Rules 2: Under/Over Specification

Example 1: my intuition is that the second sentence is an exception and does just what it says and implies nothing more. The rules text could make this more clear by adding "However, " to the beginning of the exception sentence. Example 2: my intuition is that the author screwed up and wrote "however" instead of "for example", or forgot to write "up to" in the first sentence.
